Why Are Implementation Costs Higher Than Initial Estimates?

From my own 19+ years experiences? It all starts with the lack of proper planning and perspectives from the very beginning. The whole process leading up the RFP is usually not thorough enough as well as not drilled down enough — many times a needs assessment involving an objective interview with the key end-users is done hap-hazardly or not done at all…

And WHO does this needs assessment can create beneficial and/or detremental impacts that can affect the project in a HUGE manner… Many times bringing in the ‘experts’ who perform needs assessments can contribute to unrealistic objectives for many reasons, particularly if none of those performing the needs assessment have never been involved even once in an implementation of such a system…

If defense of those that do perform the needs assessment properly and have dotted their I’s and crossed their T’s including the RFI and RFP documents, you never know what you need to know until you discover what you didn’t know that you didn’t know… you know? smiles…

Considering the spending involved, I am always amazed how little effort is given sometimes at getting a solid foundation. It takes effective and efficint senior leadership to lay the ground rules, define requirements and exercise the procurement process effectively.

In the past several weeks, we have publshed several articles that focus on this issue
, starting with the basics…

In the last 3 articles, several projects – rather large projects – were reviewed and analyzed with graphs –displaying the buget over a timeline and comparing the efforts and resources consumed for each of the major project phases. Two graphs were created, both with projects that followed current project methodologies. Situations unique to each client were factored out while common tasks were kept within the analysis — yet the budgets were extrememly different and in many cases, the timeline was shorter. Why this is the case is discussed within the articles.

Per Bryan deSilva of Improvizations (http://www.improvizations.com), “Implementations and upgrades are typically a mess. It doesn’t seem to matter if it’s done internally or with a big consulting firm. The question is WHY? … Who is talking to whom? … Who does the assessment is critical. More importantly, who is on the assessment TEAM? Then, are we communicating with the ‘right’ people. A difficult list to build for certain. And are they giving us the time and focus necessary to truly understand how they use the current system, what they require/want/etc. and how that will translate into the new system (yes, this is for just little upgrades too!). Change Management is an overdone, underdone, ballyhooed, much aligned topic that must be done well.”

And to drill down a little bit more from what Bryan has to say, the difference in the projects weren’t the answers sought but the questions asked… and the perspective taken. With complex systems such as HRIS, the solutions are always found OUTSIDE the problem…
